Many organizations know that their risk management needs to be digital, integrated, and continuous. Fewer know how to get
there from where they are, with risk registers in spreadsheets, controls tracked in separate tools, and compliance evidence
scattered across email and shared drives. This article treats the move to cloud-enabled, workflow-based risk management as a
digital transformation journey rather than a software installation. Building on prior work on configurable enterprise workflow
architecture for risk management and audit-ready compliance platforms, it examines three connected questions. What value
should the transformation deliver? Which cloud architecture option best fits the organization? How should the transition
from legacy practice be sequenced? It proposes a target architecture and compares three cloud options: a packaged softwareas-
a-service platform, a configurable platform built on cloud services, and a hybrid of the two. It then sets out a five-phase
transformation roadmap, from assessment to continuous optimization. A distinctive element is the controlled use of large
language models (LLMs) with structured prompt patterns to help migrate legacy risk records into a common taxonomy, with
human validation and full audit records. Using a design-oriented approach grounded in eleven studies published between
2010 and 2024, the article maps the evidence base and illustrates the approach with a manufacturing group. It argues that risk
management transformation succeeds when architecture choices, migration, and adoption are planned together and measured
against clear value outcomes.
