Abstract

Enterprise risk management (ERM) is often criticized for being applied uniformly. Every case passes through the same
controls regardless of its actual risk, compliance becomes an exercise in documentation, and risk teams spend effort where
it matters least. A risk-based approach calls for the opposite: stronger controls where risk is higher, lighter controls where
it is lower, and continuous adjustment as risk changes. This article proposes a transformation of ERM around risk-adaptive
workflows, in which configurable workflows adjust their control intensity in real time according to assessed risk. The
architecture draws risk signals from transactions, operations, and customer engagement and complaint data, and delivers
them on cloud infrastructure with self-healing resilience. Drawing on critiques of conventional ERM, risk categorization
for management, the risk-based approach, flexible process-aware systems, configurable risk workflows, cloud computing,
self-healing systems, and customer engagement analytics, the article defines four risk tiers with matching control intensities.
It maps adaptation strategies to categories of risk and presents a reference architecture and a sense-to-recalibrate adaptation
loop. It also sets out safeguards against the pitfalls of adaptive control, including gaming, drift, unfairness, and box-ticking.
Using a design-oriented approach grounded in ten studies published between 2009 and 2023, the article maps the evidence
base and illustrates the approach with a consumer lending fintech. It argues that ERM is transformed not by digitizing uniform
controls, but by making controls proportionate, responsive, and accountable.
